How the PEI PNP process works

Prince Edward Island nominates workers through five Labour streams and the PEI Express Entry stream. A nomination lets you apply to IRCC for permanent residence (and adds 600 CRS points for PEI Express Entry candidates).

  1. Check you meet a stream's rules. Most streams need a full-time, non-seasonal job offer (permanent or at least two years) from a PEI employer that has operated in PEI under the same ownership for at least two years. Age 18 to 59, a language test of at least CLB 4 (Skilled Worker can use the employer's PEIW-02 instead) and enough money to settle are required in all Labour streams.
  2. Create your Expression of Interest (EOI) profile. Open an account in PEI's online EOI system, choose your stream and submit your profile. It is not an application; it shows PEI you are interested and believe you qualify.
  3. Wait for an Invitation to Apply (ITA). PEI holds draws roughly once a month and invites the profiles that show the greatest potential to settle and work in PEI. If you are invited, you have 30 days to submit the application.
  4. Prepare the application. Complete the online Workforce Application Form, the employer's PEIW-02 Job Offer Form and, if you use a representative, the PEIW-03 form. All supporting documents go in as one combined PDF (300 dpi, colour for images, 50 MB maximum).
  5. Submit and pay. PEI emails a secure upload link within five business days of payment. Your file is complete once the documents are uploaded; an officer may contact you or ask for an interview.
  6. Apply for permanent residence. If PEI nominates you, you have six months to apply to IRCC. Keep meeting the conditions of your nomination (same job, living in PEI) until IRCC decides.
  7. Land in PEI. PEI may contact you for a short follow-up survey for up to five years after landing.

Who is usually NOT eligible

  • Seasonal, part-time, casual or commission-only jobs, or self-employment / owning shares in the employer.
  • Jobs not based in PEI, or done from home / a "virtual" office - unless PEI's telework policy is met (you live in PEI, the employer has a real PEI office and staff).
  • Anyone with an application open in another province, out of status in Canada, or previously refused for misrepresentation.
  • PEI Express Entry: PGWP holders who studied outside PEI (and their spouses on open work permits) need 9 months' continuous work with the PEI employer and at least 4 months left on their permit when the EOI is submitted.

What PEI is prioritising in 2026

  • People already working and living in PEI.
  • Healthcare, construction trades, manufacturing and childcare occupations.
  • Graduates of UPEI, Holland College and Collège de l'Île.
  • Occupations in Demand: nurse aides, truck drivers (12 months' long-haul experience), construction helpers, light-duty cleaners, processing labourers, material handlers, food processing operators and industrial butchers.

Sales and service occupations are often not invited. Check PEI's latest draw notice before relying on a stream.
